Commissioner Heizer moved for the moratorium and Commissioner Pelton seconded; the motion, which included a clause allowing the board to lift the moratorium earlier if work finishes sooner, carried on a voice/roll-call vote.
Commissioners discussed setting a fixed timeline (suggested six months) and confirmed the county would form work groups and hold public outreach before returning any proposed ordinance changes to the full board.
