Brady Bertram, area manager for Bros Engineering in Watford City, told the board the estimate "about $2,000,000" and described a proposed cost split under which Mackenzie County would fund 40% (up to $800,000) and Dunn County would fund 60% (up to $1,200,000). Bertram said Dunn County would be the project owner, manage bidding and contracting, and bill Mackenzie County its share as costs are incurred.
The engineering firm recommended surveying this winter and an early-spring bid opening, with construction scheduled to avoid the busy summer season when access is constrained. Bertram described geotechnical recommendations including milling, identifying soft spots for subcuts, and a cement‑stabilized subgrade in problem areas.
The board approved the joint powers agreement and authorized a work order with Rose Engineering to begin design services and scheduling. The motion to enter the agreement was moved and seconded and carried on roll call.
Next steps include completing survey and design tasks this winter, proceeding to bid in early spring, and returning contract and construction cost estimates to the board for authorization.
