County staff presented a revised building-closure policy and summarized three options for handling inclement-weather or building-closure pay for essential employees: continue double pay, switch to a stipend, or eliminate special inclement-weather pay. Staff provided a five‑year average of inclement-pay costs broken down by department and noted the fiscal impacts.
Commissioners debated fairness to essential employees (correctional officers, highway crews, youth services) and weighed modest average savings (staff cited an average of roughly $14,493 per year over five years) against employee expectations and service continuity. One commissioner suggested changes were unwarranted given the county’s $53 million budget and the modest annual impact, while others cautioned about future budget pressures.
A motion to leave the policy as it had been (maintain the existing approach where essential employees receive double pay when the courthouse or county facilities are closed) was moved, seconded and passed in roll-call vote. Staff will work with Human Resources to update policy verbiage to reflect the commission’s decision.
