The RFP packet presented to commissioners sets an aggressive timeline: issuance in mid-November, a proposal deadline in early December and a tentative lease start of Jan. 1, subject to adjustment. Commissioners discussed publishing the solicitation on the park board website and social media and agreed to allow extensions if bidders need more time for insurance underwriting.
Why it matters: prospective operators told the board a single annual general-liability policy typically covers the entire site, with event-specific coverage added for particular dates. Separating leases for motocross, speedway and go-kart operations would likely duplicate liability costs and be financially inefficient, speakers said. At the same time, facility operators warned that structural and maintenance problems could complicate insurability for large events.
Facility condition and insurance: park operators described issues at the facility that affect insurability, including degraded bleacher supports and rain-runoff problems under grandstands, fencing that needs re-anchoring, and other maintenance that has been deferred. One participant referenced prior repair estimates in the tens of thousands of dollars. Commissioners emphasized the need for due diligence: repairs or pre-lease conditions may be required before a major touring series or sanctioning body event can be approved.
Naming and trademark: a board member noted the county does not currently own the trade name "Southwest Speedway." Staff and operators said the lease language should refer to the property as "Rough Rider Motorsports Park" and that prospective lessees must understand they may not be able to advertise under the Southwest Speedway name without securing the trademark rights.
Next steps: the board approved issuing the RFP subject to the county attorney/administrator’s sign-off and agreed to accept flexible start dates if bidders require additional time to obtain insurance. Commissioners said they will post the RFP to the county website and social media and will consider targeted trade outlets to broaden notice.
