Lancaster County board approves routine claims, multiple contracts, grants, and two personnel actions

The Lancaster County Board of Commissioners on Oct. 28 approved routine minutes and claims, a consent package of contracts and grant agreements, several procurement actions, and two personnel items including the appointment of a county chief information officer and the salary for an assistant public defender.
Among votes taken, the board approved minutes from Oct. 21 and the county claims process through Oct. 24. The board approved a specific claim to the Mediation Center for $10,722.50 and accepted the consent agenda, which included multiple contract amendments for vehicle wash services, alarm monitoring, cloud learning services, paint supplies, and several grant contracts for child-care assistance and literacy programs (examples listed below). The County Treasurer's report of 2024 distress warrants was also received and filed as part of the consent agenda.
County staff reported and the board approved a correction to a purchase order for vehicle procurement (original total $320,434; board approved a corrected total recorded by staff). The board also approved awarding a contract to Jones Automotive Incorporated for supply and installation of emergency equipment for county vehicles in the amount of $23,345.36; staff said an out-of-state bidder submitted a higher price.
Christy Yeager, Lancaster County Public Defender, asked the board to approve a salary adjustment for assistant public defender Derek Von Low, citing a requested effective start date of Dec. 1, 2025. "December 1 would be the first day that he could appear in the office," Yeager said; the board approved setting his salary at $113,000 as Attorney II effective Dec. 1, 2025.
The board also approved the appointment of Carl Stefan as Lancaster County chief information officer; a representative from the mayor's office noted the city council had approved him the previous day. The board approved an agreement with Kohl's Rx to supply and administer vaccines to eligible county employees and authorized a memorandum of understanding for refuse and recyclables collection services at an estimated cost not to exceed $5,000.
Other items on the consent and regular agenda that passed included contract amendments and grant contracts for child-care assistance (Cedars Youth Services $51,000; Clyde Malone Community Center $17,000; Willard Community Center $45,000; CityLight North Lincoln on behalf of Rosemont Daycare and Preschool $15,000; Dimensions Educational Research Foundation $37,000) and a $100,000 allocation to Lincoln Literacy for the Bridgeway to a Better Life program. The board gave final approval to a contract with Baylor, Evan, and Wolf and Tannell, LLP to provide legal services to the county.
All motions described above passed by roll call vote during the meeting.
