Williams County to offer up to $150,000 and $400,000 matches for Granora and Tioga Rural Catalyst pre-applications

Williams County commissioners voted unanimously to support two pre-applications to the state’s Rural Catalyst grant program and to provide recommended local matches if the cities are awarded grants.
County staffer Lindsey told the board two pre-applications were received: the City of Granora’s youth-led effort to build a skate park and the City of Tioga’s plan to build a turf softball field after prior field changes. "The recommendation from the Finance Committee is to offer a match of up to $150,000 for the City of Granora and up to $400,000 for the City of Tioga," Lindsey said.
Lindsey explained the state program targets communities with populations of 4,500 or fewer (with a smaller reserved allocation for towns under 1,500) and requires a 1:1 match from non-state sources. She also emphasized project readiness: the main grant reimburses receipts at 50%, and construction and spending must occur within the next biennium, with funds to be spent by June 2027.
A commissioner moved to approve supporting both projects with the recommended matches; the motion was seconded and carried by unanimous roll call. Commissioners and staff noted the limited applicant pool was expected given population eligibility and the tight project readiness window.
If either city wins a Rural Catalyst award, the county’s match would reimburse receipts at the program’s required levels and be constrained by the reimbursement and spending deadlines.
