Sarpy County approves transfer of jurisdiction on 16-acre parcel to Bellevue

Sarpy County commissioners voted Nov. 18 to cede jurisdiction over a 16.02-acre parcel to the City of Bellevue to simplify the permitting and rezoning process for a property owner.

Robert Lirocco, planning director for the City of Bellevue, described the property—partly inside Sarpy County and partly in Bellevue—and explained the owner intends to construct a single-family residence on the Bellevue portion. Because the parcel lies in split jurisdiction, the owner would otherwise need to file subdivision and rezoning applications with both the city and the county. "The city of Bellevue has requested... that the Sarpy County cede their jurisdiction to the city of Bellevue so that we can help these people move forward," Lirocco said, noting staff found the request meets state statute and does not pose major long-term planning or revenue impacts to Sarpy County.

Staff recommended approval and commissioners moved to approve the resolution. The motion to approve was made by Commissioner Warren and seconded by Commissioner Kelly Burmeister; the motion carried by voice vote.

The resolution formalizes the jurisdictional change to allow the applicant to proceed with subdivision and zoning under Bellevue's processes. Staff said the county will continue to work with municipalities to address split-jurisdiction parcels on a case-by-case basis.
