Trumbull County commissioners approve routine financial actions, contracts and grant-authorizations

Trumbull County commissioners unanimously approved a series of routine and project-specific actions at their Nov. 19, 2025 meeting, voting to accept minutes, approve bills, transfer funds and authorize several contract renewals and grant applications.
The board approved acceptance of the video recordings as the official minutes for the Nov. 18 workshop and Nov. 19 meeting and then moved through a consent-style agenda that included approval of bills; transfers of monies between funds; additional appropriations; and transfers of appropriations. The board amended a prior meeting agenda to correct a probate court appropriation of $15,000 to be moved from one fund to another.
On contracts and procurements, the board: rejected all outside bids for medical services at the Trumbull County Adult Justice Center because the current medical director exercised a one-year renewal option, then approved a one-year renewal with Philip P. Malvase, D.O., for $95,604.25 per month (about $1,147,251 annually) effective Dec. 10, 2025 through Dec. 9, 2026 and authorized the county to pay one-third of a three-year medical malpractice tail policy.
The commissioners awarded the only bid for the South Main Avenue bridge rehabilitation project in Warren to SCT Inc. for $3,685,272.95; the work will be funded 95% by a local major bridge program grant with the county’s local share paid from the Engineer’s Highway Fund. The board also authorized renewal of annual maintenance contracts for the county 911 Vesta voice/call-handling system (AT&T, $51,567.92) and related manufacturer maintenance (Motorola, $75,848.91).
Other items approved on a single vote included receiving and placing on file the Trumbull County transit operating report (Jan. 1–Oct. 31, 2025); reappointing James Davies and Phil Pegg to the county planning commission; appointing Rick Hale as an alternate planning commission member for Commissioner Tony Bernard; advertising for competitive sealed bids on Dec. 1, 2025 for the Golden Triangle infrastructure improvement project (CFDA 11.307/ARPA funding); and authorizing Commissioner Richard Hernandez to submit applications and execute contracts with the Ohio Public Works Commission for Caleb Road (4‑S‑25) and Crane Drive (7‑S‑22) sanitary sewer improvement projects, and to sign necessary Appalachian Regional Commission documents for the Crane Drive project.
Personnel and other administrative items approved included acknowledging the retirement of William (Bill) Durst, wastewater superintendent, effective Nov. 30, 2025; hiring Nicole Koehler as a lab technician in the sanitary engineers department effective Dec. 15, 2025 at $16.92 per hour; authorizing execution of a distribution sheet related to AFFF product-liability litigation (MDL 2,873) with the county’s most recent DuPont distribution share noted as $2,306.26; and purchasing a cargo/evidence vault for a 2017 Chevrolet Tahoe for $2,802.80 for the sheriff’s office.
The meeting closed with routine announcements and holiday wishes. Where individual votes were recorded in the minutes, Commissioners Tony Bernard, Malloy and Richard Hernandez each voted “yes” on the listed motions; if a vote tally was not individually enumerated in the record, the action was adopted on the board’s unanimous voice/roll-call confirmations shown in the minutes.
