Commissioners adopt temporary appropriations and approve COBRA, chargeback and premium adjustments for 2026

The Board of Trumbull County Commissioners adopted temporary appropriations for the period Jan. 1–March 31, 2026 and approved a series of employee-benefits actions including COBRA rates, departmental chargeback rates and an increase in employee health care premium shares for 2026.
The clerk explained temporary appropriations are set at 25% of the prior year budget for all funds. Commissioners voted unanimously to adopt the temporary appropriations.
The board removed previously tabled items and formally approved COBRA rates effective Jan. 1–Dec. 31, 2026, and approved chargeback rates to be assessed to departments participating in county health insurance plans for 2026. Commissioners discussed nationwide insurance cost increases, thanked the county HR department for its review of options and emphasized preserving quality coverage for employees (vision, hearing, dental, low deductibles). Several commissioners said they would continue to work with HR to seek future adjustments such as changes to deductibles, opt-out stipends or other plan design changes.
All motions related to temporary appropriations and the benefit-rate items were approved by unanimous voice vote during the session.
