Seneca County commissioners approve emergency youth-center heating contract and adopt 2026 appropriations

Seneca County commissioners on Nov. 25 unanimously approved an emergency contract to repair heating at the Seneca County Youth Center and adopted annual appropriations for the county's 2026 budget.
The board voted to enter a contract with Earl Mechanical Services to address heating-system problems at the youth center after county staff described cold cells and said the juvenile judge had relocated residents on prior occasions. The county administrator told commissioners that Earl Brothers’ quote was “just over a $106,000,” and that ORC allows emergency procurement with a unanimous vote for contracts under $125,000. Commissioners moved, seconded and approved the emergency action unanimously.
Why it matters: county officials said the repairs are time-sensitive because the youth center must maintain a narrow indoor temperature range for occupants and because relocating juveniles to another county is disruptive and costly.
The board also approved the county's annual appropriations for 2026. Commissioners passed a general-fund appropriation resolution and a separate non-general-fund appropriation resolution, both covering Jan. 1–Dec. 31, 2026. The general-fund appropriations incorporate a 3% wage increase in departmental payroll and benefit lines; department heads may decide how to allocate that amount among employees.
Other routine actions taken by the board included: - Reappointing Chris Liebold and Melissa Weininger to the Crossway facility governing board for terms beginning Dec. 2, 2025, and ending Dec. 1, 2028 (resolution approved by roll call). - Authorizing a 2026 medical-service agreement between the Seneca County General Health District and the Seneca County Youth Center (approved by roll call). - Approving a budget adjustment moving $107,000 within the public assistance fund from public assistance to contract services; the board noted this is an internal reallocation rather than new money.
What the board said: the county administrator described the youth-center repairs as a necessary emergency given the risk to residents and the judge’s support for immediate action. Commissioners thanked staff—particularly in finance and administration—for completing the year-end appropriations in time for the holiday period.
The board set its next meeting for Tuesday, Dec. 2, and adjourned.
