Commissioners discuss comprehensive-plan edits and new online GIS review tool

Madison County commissioners spent part of the meeting reviewing recent edits to the county's comprehensive plan and the new online tools staff have built to show parcel-level changes.
Officials said Deer Creek Township recently submitted many changes that converted planned residential areas back to agricultural designations because utilities are unlikely to be extended in the short term. County staff said they reverted most of those parcels to agricultural use in the drafting of the plan and will focus on designated 'focus areas' that are candidates for change.
County staff described a new GIS online map that allows trustees and staff to click a parcel, change its preferred-use designation, and see an audit trail showing who last changed a file. The intent, staff said, is to replace cumbersome PDF packet materials and make it easier for the public and local trustees to review proposed changes during meetings via screen-sharing.
Commissioners discussed sequencing: several participants recommended addressing zoning-code amendments first (to 'get that button down') before finalizing comprehensive-plan changes that could drive zoning changes. Staff said tentative dates are scheduled and further public engagement and trustee briefings will follow.
What’s next: staff will circulate the online map link to commissioners and the public for review; commissioners requested time over the coming weeks to have local elected officials explain any changes they submitted.
