Seneca County approves supplemental appropriations, budget adjustment and appointment; board directs 3% across-the-board wage increase

Administrator Barb presented October financials, saying, "For the month of October, the revenue collected was $1,871,000. The expenditures for the month of October were $2,941,000," and explained larger transfers between funds (about $900,000) appear as expenditures in the general fund but are internal transfers between county funds.
On new business the board approved supplemental appropriations including $72,000 for building department contract services, $2,100 remitted to the state, $2,000 for a Microsoft 365 license, $1,500 for coroner conference travel, $15,048 for sheriff special response team supplies (funded by donations), $338,964.70 for a state "crippled children's aid" reimbursement, $15,500 from the capital projects fund for youth center parking-lot architect work, and $81,000 for foster-care expenses in the children's services fund. A motion to accept the supplemental appropriations passed by roll call.
The board also unanimously approved a budget adjustment moving $90,000 into roads salaries from the contract projects line to cover year-end needs, and a resolution transferring $36,896.22 to the Justice Center Improvement and Replacement Fund under the city agreement (an annual transfer that rises 3% per year). Commissioners then approved a resolution appointing Ken Clayson to the Seneca County Board of Developmental Disabilities for a term expiring Dec. 31, 2028; Clayson was present and declined to comment when offered the chance.
