The Williams County Planning and Zoning Commission approved a zone change to urban residential and a conditional use permit to allow multifamily dwellings on a roughly 2-acre parcel in the 13 Mile Center subdivision (Tyrone Township).
Michelle (county planning staff) told the commission the parcel contains six multifamily units built about 2012–2013, previously operated under a state lodging license and vacant since 2023. Cameron (county staff) explained the lodging license had been pulled after multiple fire-code violations and the property later passed through bankruptcy to the current owner on record, Richard Sherman; the current applicant is under contract to buy the property and will need to obtain a non-transferable CUP after closing.
Tashina Greaves, broker and contractor representing the buyer, said the intention is to renovate the units, install security cameras and manage the properties as long-term rentals with 12-month leases where possible. She said the units have basic utilities (two meters per building) and central septic and rural water through the 13 Mile HOA. "We would like to help beautify the area... and use it for housing," she told the commission.
Commissioners asked about prior permitting, sound and separation from adjacent truck parking, and whether the property would be used for short-term 'man camp' lodging. Tashina said the buyer plans one-year leases and is willing to include a permit condition barring use as man camps. The commission voted in favor of the zone change and CUP after discussion.
The commission recorded individual roll-call positions during the vote; the motion carried. Staff reminded the commission and the applicant that the CUP is non-transferable and that a future owner would need to apply again.
