Community Development staff updated the Board on the Coffin Butte landfill expansion process as it moves through the Planning Commission and potential Board review.

Staff said the Planning Commission has already held multiple continuances and is scheduled for a final hearing; the county will hold the public record open in three sequential seven-day periods for supplemental testimony and responses. Staff reported an unusually large public record: roughly 2,000 public comments and several thousand pages of material submitted by the public and the applicant.

The department emphasized the need to "procedurally nail this" phase of the review given the volume of materials and the legal scrutiny projects of this scale commonly draw. If the Planning Commission approves the proposal, the record shows the applicant (Republic) will have a separate seven-day window to respond, and members of the public then have 10 days from notice of decision to file an appeal to the Board; the Board would conduct a de novo review if an appeal is filed.

Staff outlined a tight statutory timetable for final County action and noted that, because of the size of the record, the county has prioritized careful findings and process to reduce vulnerability to post-decision legal challenges.
