Lincoln County defers vote on PrimaVito subdivision amid county-road access questions

Planning and zoning administrator Judy Clark presented a preliminary and final subdivision application from PrimaVito and Renee Franco to split an 11.73-acre parcel on East Trail Road into two lots. Planning staff told the board the proposal conforms to the county comprehensive plan and subdivision regulations and recommended approval.
Commissioners raised a key legal-access question: the proposed lots would be served by an access and utility easement rather than a county-maintained road, and commissioners asked whether the county's regulations require legal access via a county road. Judy Clark said she would provide the title report that documents the easement and recommended deferring action to allow the county attorney to review legal access and deed/title language.
The board did not take a final vote and asked county staff to circulate the title report to commissioners and legal staff for review ahead of a future meeting. No conditions were adopted at the time of the meeting.
