Lancaster County commissioners approve $2.32 million appraisal-system contract, police labor pact and a bundle of claims and contracts

Lancaster County commissioners on Nov. 25, 2025, voted to approve a series of claims, contracts and personnel actions, the largest of which was a contract with Esri Canada Limited to replace the county—s computer-assisted mass appraisal system at a cost not to exceed $2,319,773.

Why it matters: The mass appraisal system replacement affects property valuation workflows used by the county assessor—s office; commissioners and staff said the two-year project replaces a system in place since about 2005 and will involve multiple departments. In the same meeting the board adopted a three-year bargaining agreement with the Fraternal Order of Police Lodge 77 and approved public-safety-related purchases and several routine contracts and grants.

The board approved the Esri Canada Limited contract after staff described a multi-stage RFQ process and said the new system will upgrade long-running assessor software and add capabilities currently missing in the county—s 2005-era platform. The clerk presented the contract as item 4c and stated the cost as "not to exceed $2,319,773." The board moved and approved the contract by roll call.

Public safety and technology purchases also advanced. Chief Deputy Ben Houchin presented a $12,210 grant from the Nebraska Department of Transportation Highway Safety Office for the county sheriff—s participation in a national "Drive Sober or Get Pulled Over" mobilization; Houchin said overtime is paid by the county and then billed to the state. Houchin noted recent highway fatalities, saying, "we've had some, 4 deaths on the highways or, so far in the last couple of weeks, and 1 of them was, contributed to alcohol," and urged prevention. The board approved the grant.

Separately, the board approved a purchasing recommendation to Motorola Solutions for body-worn cameras, in-car cameras for seven Ford Interceptors and license plate readers for a total of $93,432.18. Houchin and Lancaster County Engineer Pam Dingman described operational uses and cross-department collaboration. Dingman said of collaboration with law enforcement: "I always think it's important that we point out when we're able to collaborate together for the benefit of all." The board approved the purchase.

Labor contract and personnel moves: The board adopted a three-year bargaining agreement with the Fraternal Order of Police Lodge 77; staff told commissioners the contract terms had been discussed in executive session and that the presented document reflects negotiated terms. In personnel actions, Community Corrections Director Jeff Kilpatrick and Program Manager Sean Stanczyk recommended a two-step pay increase for Angelica Melendez, citing a heavy caseload; Kilpatrick said Melendez is "doing an outstanding job" and staff moved to approve the increase.

Other approvals and notices: Commissioners approved a package of consent items that included amendments and contracts with Blue Valley Behavioral Health for jail and youth services screenings, vendor contracts for asphalt and cleaning supplies, a grant with the Belmont Community Center for $20,000 in child care assistance, utility permits, change orders and local paving agreements. The board also approved a claim to El Centro de las Americas for $35,588.33 and several claims older than 90 days as permitted under Nebraska statute 23-135 (including amounts listed for Street Auto Parts, Aramark Services and the Nebraska Supreme Court). The clerk noted that a copy of the Nebraska Open Meetings Act is posted in the hearing room.

The board authorized Community Corrections Director Kilpatrick to terminate county contract CDash24Dash0511 with Dwight Brown for substance use education intervention services to the adult drug court program, effective Dec. 31, 2025; Kilpatrick said state partners had been kept apprised of the termination.
