NCPRD seeks proposals as transportation contract may transfer; Dec. 31 transition date noted

NCPRD staff told the advisory board they expect formal proposals to continue shuttle and transportation services after the current contract ends, and that a transition may be required before year-end.
Marty Hanley, manager at NCPRD, said staff expect a proposal from Impact Northwest — working with Ride Connection — and that Rivers East Village is also exploring operating the service through its nonprofit. Hanley told the board the prospective operators may not deliver 100% of the present service but that a proposal could sustain most routes and that he was "about 80%" confident staff would find "something acceptable to continue to give our folks transportation."
Staff noted Dec. 31 as an important date for the transition and said county commission approval may be part of the process. If a new operator is not fully in place, the county or staff might be asked for a short-term stopgap to avoid service interruptions for riders who depend on the shuttle.
Board members asked whether the advisory board should receive proposals for review. Staff responded that negotiation and contracting decisions are primarily NCPRD responsibilities, but staff will share details and provide updates to the advisory board when appropriate.
No final contract award was reported at the meeting; staff said written proposals were expected and that the district would update the advisory committee when details were available.
