Commissioners approve $513,000 transfer of North Pine Street to Canby; multiple consent items cleared

At a public hearing Dec. 18, the Clackamas County Board of Commissioners approved a board order to transfer a portion of North Pine Street to the City of Canby for a one-time payment of $513,000 from the Community Road Fund.
Mike Bezner, deputy director of transportation and development, told the board the transfer covers Pine Street "from 99E to Territorial," a stretch of over three-quarters of a mile, and includes 25 sidewalk ramps that currently do not meet ADA standards and will be the city's responsibility after transfer.
"It is a one-time fee of $513,000; it does come out of the Community Road Fund," Bezner said during his presentation.
There was no public testimony during the hearing, and the motion to approve carried 5–0.
Separately, the board approved a range of consent items for the Housing Authority, the Board of County Commissioners and Water Environment Services. Highlights read into the record included:
- Housing Authority: an intergovernmental agreement with Metro for open-space improvements at Hillside Park ($389,000) and a Yardi Systems contract amendment ($175,873.65). - Board of County Commissioners: approval of an elections ballot tabulation system contract with Clear Ballot Group (contract value $851,415 over four years, including $371,887 of county general funds), grants from the Oregon Criminal Justice Commission for jail-based medication and counseling for opioid use disorders and multiple health-and-human-service grant agreements, including a $7,063,510 revenue grant agreement for long-term rent assistance. - Water Environment Services: a contract amendment with Tyler Technologies ($526,049) for building-software maintenance.
Motions to approve the housing authority consent agenda and the board consent agenda were made and carried without recorded opposition (Housing Authority vote recorded as 6–0; Board consent agenda vote recorded as 5–0). Water Environment Services consent passed 5–0.
What happens next: the city of Canby will assume maintenance responsibility for the transferred portion of North Pine Street and associated ADA ramp upgrades; the consent items authorize staff to proceed with contracts and grant agreements as read.
