Elk County commissioners approve contract renewals, project tweaks and reappointments; table two budget resolutions

Elk County commissioners voted on several routine contracts, funding allocations and appointments at their regular meeting, approving amendments to a CDBG project, multiple contract renewals related to 9‑1‑1 services and corrections, and reappointing a member to the Industrial Development Authority. The board also tabled two budget resolutions until its Dec. 30 budget approval meeting.
CDBG — Wetstone Waterline Project: Becky Taylor, the county’s CDBG coordinator, asked to amend the Fort Erie/Burton Township Wetstone Waterline Project application to remove the paving portion because asphalt contractors are closed for winter. She said Brockway Borough Municipal Authority will take on the paving later. The commissioners amended the application and approved the change by voice vote.
ATA local match: The board adopted a resolution to set the ATA local matching funds for July 2026–June 2027. The chair noted the county’s share will be about $4,000 more than in prior years (approximately $90,000 total) and the state mandates the local contribution; the resolution passed by voice vote.
Budget resolutions tabled: Two budget-related resolutions (2025‑14 and 2025‑13) were tabled to the Dec. 30 budget meeting by motion and voice vote.
Corrections technology and services: The board approved a contract amendment to add tablet devices for inmates under the existing communications contract with Inmate Home Solutions LLC. The warden said the platform provides secure communications, attorney contact, video visitation and educational courses; the county will not pay for inmate premium services and the prison board had recommended approval.
Health and facility contracts: The board approved a yearly pest management contract with Hugh Henry (DBA Pest Limited) at $1,610 per year to satisfy Pennsylvania Title 37 requirements for correctional facilities and to provide monthly on‑site service.
9‑1‑1 services and systems: EMA Director Mike McAllister briefed the board on two renewals. The commissioners approved a three‑year renewal with MCM Consulting Group for 9‑1‑1 planning services (funded through 9‑1‑1 funds) and a renewal with RBA Professional Data Systems for the Northern Tier regional CAD system beginning Jan. 1, 2026, at $169,658 (a 4% increase) with up to a 5% automatic annual increase.
Appointments and local allocations: The board reappointed Patricia Brennan to the Elk County Industrial Development Authority for a five‑year term ending Dec. 31, 2030. The commissioners also approved a $7,000 allocation of county liquid fuel tax funds to Spring Creek Township for equipment purchase; staff said these disbursements are pass‑through funds from the state and must be approved by PennDOT prior to county action.
Victim notification system: The district attorney’s office requested renewal of the State Automated Victim Information Notification (SAVIN) agreement at no cost to the county; the board approved the renewal.
The meeting closed with routine correspondence and an announcement that the next meeting for budget approval will be Dec. 30 at 10 a.m.
