The Elk County Board of Commissioners approved two assessment‑department technology contracts intended to modernize property appraisal workflow and reduce duplicated fieldwork.
Darla Dippel, who leads the county’s assessment work, asked commissioners to approve a one‑time programming contract with RBA Professional Data Systems for $12,600 (billed at $175 per hour) to enable compatibility with the county’s Vision/Canvas assessment software and a mobile assessor module. She said the work is a one‑time project with an estimated completion date of January 2026 and would allow assessors to collect measurements, photos and sketches in the field and upload them directly into the base system.
Darla described the prior process as multi‑step: taking paper notes in the field, capturing photos, later redrawing parcel cards and manually transferring data. “It’ll be easier for us to collect the information when we’re out of field,” she said, adding the mobile assessor will eliminate duplicate manual steps.
The board also approved a six‑year contract with Woolpert Incorporated to purchase Grama Cloud (mobile assessor software and hardware). Commissioners were told the initial one‑time fees for licensing, hardware and training total $34,885, with recurring annual subscription fees of $7,143 through Dec. 31, 2031. The motion to approve both contracts passed by voice vote.
Next steps: staff will proceed with vendor onboarding and schedule training; the RBA work is expected to conclude in January 2026.
