Clearfield County commissioners approve $1.07M in bills, $215,499 local transit match and several leases

The Clearfield County Board of Commissioners met Dec. 2 and approved a slate of routine fiscal and administrative items, including payment of $1,067,416.15 in county bills, authorization of a $215,499 local match for the Area Transportation Authority, and several leases and contracts.
Controller Edwards presented the bills to be paid, listing the general fund at $641,089.44, Hazmat at $35.93, Domestic Relations at $2,476.59 and Children & Youth at $423,814.19, for a total of $1,067,416.15. Commissioners moved, seconded and approved payment of the bills by voice vote.
On transportation funding, the board approved Resolution 2025‑10 setting the county’s local match for the Area Transportation Authority at $215,499. A commissioner confirmed the dollar amount during the meeting.
Procurement and contracts were handled in turn. The county opened proposals for snow removal and reported receipt of a single bid from Brian J. Owens Excavating with rates the board described as reasonable (plowing $75/hour, snow removal $125/hour, bulk salt $140/ton). The board moved to accept the lone proposal pending proof of required insurance and solicitor review.
The board approved a proposed 39‑month copier lease with PEAC Solutions for use at the Emergency Management/911 building at $355 per month (a promotion includes three free months), but the solicitor asked that the final agreement include county‑friendly language clarifying that equipment return would be at no cost to the county; approval was granted pending that change and solicitor follow‑up.
The board renewed a one‑year lease with the Clearfield County Conservation District for election equipment storage (no change in price, with a six‑month termination clause) and also renewed the Conservation District lease that provides space for the Penn State Extension office, again with no change to terms or monthly cost.
The commissioners approved a 60‑day extension of the delegation agreement with the Clearfield County Redevelopment Authority to give both parties time to review recent changes and reassess needs. The board also renewed a purchase‑of‑service agreement with the Clearfield County League on Social Services — a continuation of the Communities That Care project formerly run by Sinclair — for one year effective Jan. 1, 2026, at $15,000 split into two payments; no programmatic concerns were raised in the recorded discussion.
The county solicitor reminded the public that Commissioner Glass will preside over redistricting election hearings at 2:00 p.m. tomorrow in Cortland 1. County staff also said the budget is available for public review on the county website and that department numbers will be replaced with department names to make the document easier to use.
