Beaver County staff report: parking garage reopens, recycling schedule, Highmark rollout and other updates

Speaker 1 announced that the courthouse parking garage renovation is complete and the garage is open to the public; staff warned there may be a short closure late spring or early summer to finish sealing work. Speaker 3 said the county recycling center will be closed on Christmas Eve and listed closures for Dec. 24, 25 and 26 and on Jan. 1, asking staff and the public to note the schedule.
Staff also reported that a Highmark implementation is proceeding smoothly: parts have been mailed and some employees have received cards; anyone without a card by the end of next week should contact HR. Speaker 6 described an internal review at the Sheriff’s Office about deputies’ meal tipping: instances of tips above customary 15–20% levels were explained by discounts or third‑party payments rather than intentional overages; the sheriff characterized the matters as minor and said he reviewed them internally.
Other commissioner updates included a federal outreach effort to pursue funding for the CCBC aviation science building and tower upgrades, and a description of a newly installed AT&T FirstNet band‑14 cell tower in the 5‑Points/Broadhead area to improve first‑responder coverage as part of the Connect Beaver County initiative. Commissioners thanked staff and opened the meeting to audience participation thereafter.
What happens next: staff will continue implementation of Highmark, confirm holiday recycling communications, and monitor the parking garage schedule and Sheriff’s internal review.
