Clearfield County staff opened sealed bids on Dec. 23, 2025, for a countywide bridge scour protection project and reported three bids.
Staff read the bids aloud: Francis J. Palo submitted a base bid of $652,236; CHD Enterprises submitted a base bid of $555,500 (with a bid bond); and a third bidder (listed in the bid packet as approximately "Coocharine" Contracting) submitted $1,249,000 with a bid bond. County staff said the bids will undergo solicitor and engineer review to confirm responsiveness and completeness before a final award.
The board moved and seconded a motion to tentatively award the contract to CHD Enterprises of New Stanton, contingent on solicitor and county engineer review. Commissioners approved the tentative award by voice vote.
Why it matters: The project covers scour protection at county-owned bridges and will affect maintenance and contract spending in the county’s transportation program. The tentative award is contingent on legal and technical review; the contract is not final until those reviews are complete.
