Commissioners approve payables, grants and several contracts in Dec. 3 session
Summary
In addition to the LEO agreement and tabling the budget, the board approved payables, multiple grant submissions and contract renewals including a Westlaw renewal, an offender-management contract and a Kronos/UKG renewal; the board also ratified CDBG reallocations and authorized a tax-lien sale.
At its Dec. 3 meeting the Lackawanna County Board of Commissioners approved a series of routine and programmatic measures, including payables, grant submissions and contract renewals.
Finance and grants - Resolution 25-0302 approved current payables, including general-fund payments totaling $2,525,268.78 and electronic fund transfers including payroll totaling $9,407,210.22. - Resolution 25-0294 authorized filing statewide Local Share Account (LSA) grant applications; Krista Magnotta, the county’s director of economic development, said 21 applications have been submitted so far and the county receives a 2% administrative fee for administering awards. - Resolution 25-0295 ratified Community Development Block Grant (CDBG) budget modifications reallocating funds among borough projects to maintain HUD timeliness compliance; the resolution authorizes reallocation from completed or stalled activities into ready projects across multiple municipalities.
Public safety and human services grants - Resolution 25-0296 approved an adult probation grant (Pennsylvania Crime Commission) of $261,015, retroactive to July 1, 2025, to cover salaries and benefits for four probation officers, the meeting record shows. - Resolution 25-0297 approved an intermediate punishment grant for $420,000 for 2025–26 to cover case managers, a parole officer and treatment-court services such as housing assistance and electronic monitoring.
Contracts and systems - Resolution 25-0298 authorized a five-year Westlaw renewal for the Court of Common Pleas, providing 50 accounts for judges, clerks, the public defender and the county solicitor; the contract was negotiated to limit year-over-year increases. - Resolution 25-0299 approved a maintenance and support agreement with ViaPath Technologies for the county prison’s offender management system through Dec. 31, 2026. - Resolution 25-0300 approved a one-year renewal for the Kronos/UKG time and attendance system at an annualized cost of $54,510.73.
Tax-lien sale - Resolution 25-0301 authorized a partial sale of tax liens to the Lackawanna County Redevelopment Authority for an amount not to exceed $1,750,000 to accelerate receipt of delinquent taxes and address a 2026 budget gap; the CFO said the authority plans to transact the note with a bank.
Flexible spending accounts - The board approved a one-year engagement with DeHay McAndrew to administer Section 125 flexible spending accounts at an estimated program cost of $25,800; commissioners debated procurement practices and some urged a public RFP/RFQ for future procurement before support was secured for a one-year pilot.
