Monroe County commissioners ratify multiple contracts, budget adjustments and appointments

The Monroe County Board of Commissioners on Dec. 17 approved a slate of routine county business including budget adjustments, vendor contracts, and appointments.
Among the actions taken, the board ratified assessment corrections that subtracted $160,750 from the tax duplicate and approved minutes from the Dec. 3 meeting. Commissioners approved a contract extension with Aramark Correctional Services LLC for food services with a 3.9% rate increase for 01/06/2026—0through—001/05/2027 and accepted a security agreement with Securitas for an armed guard at $33.87 per hour, effective Jan. 1, 2026. The board also executed a master services agreement with Paperless Solutions Inc. for court and case management (initial 2026 costs listed at $407,100 and $296,100 for specified courts) and approved an amendment with Thomson Reuters for Ad Gator maintenance in the amount of $1,098.69.
Budget adjustments were approved, including a children-and-youth reallocation of $125,000 to move funds into community residential group-home and independent-living accounts, and an omnibus adjustment totaling $280,404 to cover courthouse expansion, contingency and other line items. The board authorized the grants manager to submit a FY2026 mosquito-borne disease control grant of $141,676.
Other approvals included a payment-processing agreement with Catalyst for delinquent tax payments, CCAP tax-collector bonds for 2026—0through—02030 totaling $263,136, and opioid-settlement-funded grants such as $650 to Path to Peace for a community screening at the Pocono Cinema. The board authorized advertising for rebids on projects including well drilling and parking-deck repairs and added Teresa Arachoa to the approved aging vendors list.
The meeting also included routine personnel and board appointments: the board reappointed Linda Keefer to the Housing Authority (term to 10/27/2030) and appointed Anne Gallagher Arison (term to 10/27/2030). The board named the Pleasant Valley Manor Board of Trustees for 2026 and appointed Jason R. Castanzo, Esquire, as county solicitor effective Jan. 1, 2026, at an annual rate presented by staff.
