Board directs staff to merge two Library Task Force recommendations and plan next steps with cities

Tony Marinick, a policy adviser in the county administrator’s office, presented recommendations from a Library District task force convened in early 2025. The task force recommended (A) amending the intergovernmental agreement (IGA) to clarify whether district funds may be used for capital expenses and allocated administrative costs and (B) developing a strategic framework (including a systems plan and economic feasibility study) to guide the district’s next 20 years and to evaluate service maps, standards and potential funding options.

Commissioners asked detailed questions about what the IGA language would change, whether capital expenses previously were permitted, and how service maps and minimum standards should be evaluated. Several commissioners said local library standards have changed since the district’s maps and formulas were drawn (2000 with 2008 revisions), and commissioners raised concerns about opening boundary formulas and distribution methods without broad city participation. Staff said the consultant‑level work will require funding and proposed cost‑sharing with member cities. Commissioner Paul Savas moved — and the board seconded — a motion to merge recommendations A and B and direct staff to return with an implementation plan developed with city partners; the motion passed 4–0.

Next steps: staff will work with city partners on scope and cost‑sharing for consultant work, map a timeline and return with a detailed implementation plan for board review.
