Board approves commissioner leave extension, budget amendments for ocean rescue and Whalehead Club repairs

The Currituck County Board of Commissioners approved a written motion on Dec. 1 to extend Commissioner Owen Etheridge's leave of absence for ongoing health issues and appointed Commissioner Troy Breathrate to serve as temporary District 5 commissioner through March 1, 2026, citing state statute.
The board also approved two occupancy-tax-funded budget amendments. County staff requested a pay increase for ocean rescue personnel to $21 per hour, requiring a current-year budget amendment of $40,000 and a contract increase of $40,000 in the next fiscal year for a total contract increase of $80,000; the board approved using occupancy tax revenue. Separately, additional occupancy-tax funds were approved to cover a bid shortfall for replacement of the geothermal system at the Whalehead Club.
The consent agenda and subsequent administrative matters were approved by voice vote. The board then adjourned and reconvened as the Tourism Development Authority to consider two related budget amendments, which it approved before adjourning the TDA meeting.
