Council reopens sanitation ballot and announces appointments to sanitation, Thrive Upstate and Sterling Special Tax District

Councilor Mitchell moved to reconsider the Committee of the Whole ballot vote taken on Oct. 28, 2025 that had filled the sanitary district vacancy. The council debated the scope of reconsideration and whether council could revisit an entire board or only a single vacancy; Councilor Seaman noted that while council makes recommendations, “ultimately, it’s the governor’s appointment.”
The council proceeded with board and commission interviews. Monica Colbreth introduced herself as a CDBG grant specialist from Union County with professional and personal experience in disability services and special education. Deborah Pickens described 14 years with the Greenville County School System, including 11 years in special education compliance monitoring, and said she would be able to serve as a retiree with time for regular attendance.
Councilor Mitchell moved to appoint five nominees to the Sterling Community Special Tax District — Vicki Ashley, Nick Campbell, Jack Connolly, Craig Evans and Dorothy Russell — and the council approved the motion by voice vote.
At the end of the meeting the Chair announced appointments stemming from the earlier ballots: Nikki Williams was named to fill the Greater Greenville Sanitation District vacancy and Deborah Pickens was named to the Thrive Upstate vacancy; the Chair congratulated both appointees.
