Council adopts five-year Airport Capital Improvement Plan; flags funding and partnership needs

Airport staff presented Greenwood County's five-year Airport Capital Improvement Plan, outlining carryover work from 2025, 2026 design and construction priorities, and longer-range projects.
Key items highlighted were taxiway rehabilitation that is expected to move to construction in 2027; entry into a state program to rehab a secondary runway with estimated 2026 design costs of about $30,000 and an approximate local construction share of $500,000 in 2027; and hangar site development with a construction estimate of roughly $640,000. Staff noted the county's limited annual airport revenue and that larger projects will require discretionary federal funds or other funding strategies. The plan also proposes acquiring aviation easements on adjacent parcels where trees could impact approaches, with compensation to property owners.
Council members stressed the need to consider the airport's role in the county's strategic planning and suggested public–private partnerships for hangar construction. On motion by Mister Pruitt with a second by Mister Allison, the council approved the airport CIP unanimously.
