Council approves rezoning of 425 Cobb Road to R3 after developer reduces density

The Greenwood County Council on Dec. 16 approved Ordinance 2025-39 to rezone one parcel of approximately 21.96 acres at 425 Cobb Road from R1 single-family residential to R3 single-family residential, enabling patio or atrium-style homes on individual lots.
Planning Director Miss Coleman told the council the developer originally requested a higher-density R5 zoning for townhomes (about 128 units) but revised the plan to 65 patio homes to reduce density; staff calculated the proposed buildable-area density as about 3.71 dwelling units per acre (gross density 2.87 units/acre) and said the request aligns with the county’s medium-density future land-use designation. Miss Coleman also said utilities are available, the site includes a flood zone along Rocky Creek Run, and DOT has approved the proposed access point.
A resident asked whether a traffic study had been conducted. Miss Coleman said, “To my knowledge, they haven't done a traffic study yet,” and that DOT had reviewed and approved the proposed access; the chair reminded the public that the formal public hearing will take place at the third reading on Jan. 6, 2026.
Planning Commission recommended approval by a 6–0 vote, and on the council floor a motion to approve was seconded and declared passed after a voice vote. Staff will record the zoning change and update the county zoning map.
