The Greenville County Planning & Development Committee on Dec. 1 approved CZ-2025-067, a rezoning application to change a 1.0-acre property at 1035 South Baysville Road from S-1 to C-3 for retail use, and will forward the item to the full council.
Planning staff told the committee that rezoning to C-3 'would not be consistent with [the] county comprehensive plan' and recommended denial; the Greenville County Planning Commission likewise recommended denial. The item had been held from a prior meeting.
A committee member representing the area said the definition of 'mixed employment center' used to justify denial was unclear and argued the parcel’s former use as a gas station and the surrounding context supported retail/C-3 zoning. The member urged colleagues to approve and forward the matter to council: 'I would like to get it approved... I'd ask for your tonight for you guys to push this through and send it on to the council, please.' Another member said denials should ensure applicants had ample opportunity to present and said he would support the motion.
A motion to approve was made and the committee voted in favor. The committee’s approval sends CZ-2025-067 to the full council, where final action or appeals may occur.
