Greenwood County says rezoning for Bradley-area Duke Energy solar project withdrawn; incentives may require future hearings

Vice Chairman Pruitt told Greenwood County Council that Ordinance 2025-29, a rezoning request tied to a proposed Duke Energy solar project, will not proceed to a third reading because county staff concluded utility-scale solar is a permitted use under the existing forest-agriculture zoning district.
Pruitt said the ordinance had proposed changing approximately 1,005 acres near 5 Notch Road from forest-agriculture to rural development but that the rezoning request has been withdrawn. He told the council that zoning matters related to the project are not a decision before the council at this time.
Pruitt also said Duke Energy may seek economic development incentives connected to the project, which would require council action and a public hearing; he said that process is anticipated to begin in early 2026. "It is expected that Duke Energy may seek economic development incentives, which would require council action and a public hearing," he said.
The council did not take formal action on the rezoning because the developer withdrew the request. Planning staff contact information for zoning questions was provided during the meeting.
