Committee holds rezoning for tow yard on Cedar Lane pending more details

The Greenville County Planning & Development Committee on Dec. 1 voted to hold CZ-2025-073, a rezoning request for a 0.643-acre site at 1500 Cedar Lane Road and Orchid Drive proposed for use as a tow yard and vehicle storage facility.

Planning staff told the committee that rezoning to S-1 would be consistent with surrounding zoning and recommended approval: 'Based on these reasons, staff recommends approval of the requested rezoning to s 1 services district.' The Planning Commission also recommended approval.

A committee member asked whether S-1 impound or storage areas must have a specific fence; staff said the zoning ordinance requires 'a fence or wall, at least 8 feet in height that provides opaque screening of storage areas of damaged or wrecked vehicles' and noted staff preferences for durable opaque materials rather than chain-link with fabric that can fail. The member also asked whether the site would be used by law enforcement; staff said that possibility had been discussed during the rezoning public hearing but was not included in written application materials.

Several nearby residents and a church expressed concern about additional vehicle businesses along Cedar Lane, the member said, and asked for more clarity about the applicant’s intended use. The member moved to hold the item to obtain additional information; the committee voted in favor and agreed to hold CZ-2025-073 so the chairman could seek further details from the applicant.

The hold preserves the current C-2 classification until the committee receives additional information or the applicant returns to the committee.
