Jasper County approves roof, scoreboards and a $102,417 ADP payroll module

Department of Social Services roof: Miss Burgess reported the county advertised for roof replacement bids and received five bids (one disqualified for failing to attend the mandatory pre-bid). The low acceptable bid was Palmetto Roofing Specialties at $48,754.76, under the budgeted amount of $80,000. The council voted to award the contract and authorized the county administrator to execute the necessary documents.
JRYB baseball scoreboards: Staff recommended acceptance of Electromech Scoreboard's bid (the lowest bid meeting specifications) for four scoreboards and associated installation, with installation expected not to exceed $44,000. Funding was proposed via a transfer of $82,000 from accommodation and hospitality tax lines; staff said those lines contained unused funds and the transfer would not create a shortfall. Council approved the purchase and authorized the administrator to execute documents and the budget amendment.
ADP payroll module: Staff described an additional ADP module that provides upgraded payroll software, data analytics and a dedicated ADP agent. The incremental annual cost was cited as $102,417.75; staff said the module would allow the county to eliminate a vacant full-time equivalent in the HR office. Councilmembers asked about contract length and renewal; staff said the module is renewed annually. Council approved purchase and authorized signature by the county administrator.
Each procurement item was approved by voice vote; staff will proceed with contract execution and implementation.
