Council clears series of industrial park amendments, zoning items and a Piedmont land transfer; consent agenda approved

Greenville County Council approved a package of development- and zoning-related measures on Nov. 18, including third-reading adoptions to enlarge several multi-county industrial and business parks, a transfer of about 15.8 acres to the Piedmont Public Service District for the Piedmont Fire Department, and multiple second-reading zoning and text amendments.
Key outcomes included adoption at third reading of amendments to the Anderson‑Greenville multi-county industrial/business park for entities described in the agenda as Project Elevate (South Carolina Farm Bureau Marketing Association LLC) and Project Briarwood (Covance/Covins Properties LLC). The council also adopted the Piedmont Fire Department property-transfer ordinance with a deed restriction noted on the record that would return the property to the county if the fire department sold it.
At second reading, the council approved several zoning docket items (CZ2025-060, CZ2025-063 as amended, CZ2025-068, CZ2025-069 and CZ2025-070) and text amendments including a mobile food unit provision and a sign ordinance amendment. Multiple first-reading industrial park amendments and a proposed first amendment to a FILO agreement with EPC Power Corporation were presented and will remain on the council floor for further consideration.
What’s next: First-reading items remain on the council floor for later committee consideration; planning and development staff will process the deed restriction language for the Piedmont transfer and continue work on the industrial park amendments and related agreements.
