Planning commission approves church waiver and stormwater amendment; orders road name and calendar changes

Mount Pleasant Baptist Church waiver — The commission approved a waiver under Article 1, Section 14 of the Jasper County Land Development Regulations that will allow Mount Pleasant Baptist Church’s redevelopment to be treated as a legal nonconforming site. Staff reported the original building (built in 1982) was destroyed by fire on Aug. 12, 2022, and the proposed rebuild would reduce the site’s impervious surface by roughly 582 square feet. Pastor Young addressed the commission in support of the waiver. The waiver was approved by voice vote.
Stormwater regulation amendment — The commission approved proposed language changes to Article 10 (stormwater management), subsection 2.b to replace an unconditional exemption for developments in older subdivisions with a conditional exemption and to apply clearer applicability thresholds (including thresholds such as 5,000 square feet of impervious coverage and one‑half acre of disturbed area). Staff recommended the change to address drainage issues in aging subdivisions; the commission approved the amendment and staff said the county attorney will review final wording.
Cummings Lane road name petition — The commission approved a petition to name a private road serving four parcels "Cummings Lane." Staff reported the petition complied with county road naming rules and that the fire marshal inspected the roadway and found it met applicable standards. The recorded road maintenance agreement assigns responsibility to the owners of Lots 1 and 2, and staff said the maintenance obligation will be recorded.
Meeting schedule and meeting time — Commissioners approved calendar adjustments to avoid conflicts with holidays and elections (for example, moving the June meeting to June 16 and the September meeting to Sept. 15, 2026) and confirmed a 4:00 p.m. start time for meetings next year.
Minutes — Commissioners approved the minutes of the Nov. 18, 2025 meeting by voice vote.
What happens next: Staff will finalize ordinance language with the county attorney and record the road‑maintenance agreement as required. The church and other applicants will proceed to the site‑plan and permit stages as appropriate.
