Brown County Commission OKs Dakota Rodeo contract, creates Richmond Lane and Drive Road District, and approves maintenance funding

Brown County commissioners on Jan. 4 approved several administrative and infrastructure measures, awarding a three-year rodeo stock contract, creating a new road district for Richmond Lane and Drive and setting an election date, and approving a $200,000 budget supplement for the county maintenance department.

Rachel Giffley, Fairgrounds parks manager, told commissioners the fair board and rodeo committee reviewed competitive bids and "would like to recommend the low bid, Dakota Rodeo," saying the package totaled $109,000 over three years. Commissioners moved to accept the recommendation and approved the contract by voice vote.

The commission took up Ordinance 3-11 on second reading and adopted the rezoning ordinance for property filed by petitioner David C., with a voice vote to carry the measure.

Chris Harr, speaking on behalf of organizer Neil Belica, asked the commission to approve a petition to create the Richmond Lane And Drive Road District and to set an election to allow affected property owners to decide whether to form the district. Harr noted a correction to the district name in the drafted resolution. During discussion Gene raised a state-level policy concern, warning that a proposed statewide property-tax restructuring could later alter who pays for locally created districts; commissioners acknowledged the broader policy debate but proceeded with the local process. The commission approved creating the district and scheduling an election; a possible election location and date discussed was Richmond Pavilion on Dec. 2.

The commission approved a $200,000 supplemental transfer into the maintenance department’s budget from assigned funds to cover ongoing projects through year end. The transfer was described by staff as a temporary supplement to be reassessed closer to year end.

Highway Superintendent Dirk Rogers presented several right-of-way and drainage items. Commissioners approved two Northern Electric right-of-way occupancy requests to update electric service on Road 16 north of Bath and approved a request to extend a drain-tile connection under a county road to integrate with an existing drainage system on the south side of County 23; Rogers said aligning the system should reduce road saturation.

The meeting’s consent calendar cleared routine items including October minutes, hearing dates and advertising for liquor-license transfers and renewals, zoning hearing dates, and several subdivision-related items. Commissioners also offered condolences for Jan John Vanderhoek, described in the meeting as a 28-year employee of the sheriff’s department who died Sunday.

Two executive sessions were held during the meeting — one to discuss contracts and a later session on personnel matters. The commission reported no action resulted from the personnel executive session. The meeting adjourned after the business was completed.
