Staff described a development that would provide a single full ingress/egress, a connection to the initial phase, 53.18% open space, a scenic buffer and required stream buffers, and said SAC had flagged potential access spacing issues on Levon Road. Commissioners and public question whether the open space is genuinely usable and whether cumulative traffic from adjacent phases warrants a traffic study and additional road improvements. One commissioner said, “I don't think you, in my opinion, follow that [LDR 16.1.3(B)]...I count only, like, 12 out of 54 lots that are joined meaningful open space,” expressing concern that the open space lacks meaningful dimensions.
Opposing the motion, Commissioner Hammond noted staff’s professional recommendation and that more than 50% of the site was preserved as open area; other commissioners noted heavy traffic counts on Levon Road and asked for a traffic study. After debate, a motion to deny was made and seconded. The chair announced the plan was denied; the meeting transcript records a problematic numeric string when the chair read the result ('It's denied 7 9 2'), which staff and the record will need to clarify before the final minutes.
What’s next: Staff will include the denial in the record forwarded to County Council and may prepare materials clarifying SCDOT comments and any traffic analyses previously submitted. The commission asked staff to verify whether Pulte provided the traffic study to the county file.
