The Greenville County Planning Commission on Nov. 19 recommended denial of a rezoning request for a 1.81-acre parcel near Whitehorse Road that sought conversion from R‑10 single-family residential to C‑1 commercial.
County planning staff told the commission that, although the county and local community plans list small‑scale commercial as a possible secondary use along nearby corridors, the site is largely surrounded by an established residential neighborhood and “rezoning to C‑1 Commercial District could change the character of that area and have an adverse impact,” and recommended denial. Commissioner Phillips moved to deny the request and the chair announced the motion carried by voice vote.
At the same meeting staff presented CZ‑2025‑073, a rezoning request for a 0.643‑acre property at 1500 Cedar Lane Road from C‑2 Commercial to S‑1 Services. Staff said approval would be consistent with similar zoning in the area and would not have an adverse impact; commissioners asked clarifying questions about screening and towing‑yard operations. Staff clarified that, under the zoning ordinance, damaged vehicles stored on site must be screened with an eight‑foot screen measure. After discussion, a motion to approve was made and the commission approved the staff recommendation by voice vote.
