Council approves art center roof contract, airport hangar leases and radios; funds consulting for Project Black Sable

Greenwood County Council took a package of procurement and funding actions during its regular meeting, approving contracts and budget allocations for several county projects.
The council approved a $708,875 contract with CeBorne and Company for slate roof replacement and building envelope restoration at the Art Center. CPST coordinator Josh Skinner told council CeBorne was the lowest bidder and that the county’s capital project sales tax (CPST) had about $630,000 remaining for the project; the remaining $38,009.44 would be split evenly with the City of Greenwood and was already included in the city’s action and the county’s 2026 budget. Council authorized the county manager and attorney to execute contract documents.
In airport business, the council opened a public hearing on hangar leases at Greenwood County Airport; staff listed four hangars on the agenda, no members of the public spoke for or against, and the council approved the lease actions unanimously.
Emergency Services Director Derek Oliver requested approval to use reallocated funds to purchase radio equipment for the Emergency Operations Center. Oliver said trimming other renovation line items freed enough money to buy the radios, which he said cost $73,000; council confirmed the purchase was within the approved budget and voted to approve the redirect.
Earlier in the meeting, council also approved Resolution 2025-24 to allocate $88,500 from the general fund balance to pay consulting services for Project Black Sable; Treasurer Stephanie Dawn said council had approved the contract previously but funding had not been assigned. The funding motion passed unanimously.
What happens next: Procurement staff will finalize and execute the art center contract; airport manager will complete lease paperwork; Emergency Services will order the radios; finance staff will record the Project Black Sable allocation.
