Council approves rezoning and accepts FY2025 audit; minutes approved

The Greenwood County Council approved several measures during its regular meeting. The council unanimously approved prior meeting minutes after a motion by the vice chairman and a second from Ms. Miller.
On third reading the council approved Ordinance 2025‑31 to rezone approximately 3.27 acres at 122 Old Mount Moriah Road from C2 (general commercial) to R3 (single‑family residential). Planner Miss Coleman said the parcel contained a former winery and that owners had chosen to reclassify the house portion to residential while retaining commercial use on the adjacent parcel. The motion to approve passed unanimously.
The council also approved Ordinance 2025‑32, an amendment to a Planned Development District (PDD) for property along Montague Avenue Extension. The amendment reduces certain side yard setbacks from 10 feet to 5 feet and rear setbacks from 40 feet to 25 feet and limits the development to 37 dwelling units. Staff and the planning commission recommended the change, which includes a 25‑foot perimeter buffer and a 10‑foot sewer‑easement buffer adjacent to Edgemere subdivision. Commissioners raised concern that allowing a 5‑foot side setback could set a county precedent; council voted to approve the ordinance as presented.
Separately, the council accepted the final FY2025 audit as presented by external auditor David and finance staff Stephanie Dorn. David reported an unmodified (clean) opinion on the financial statements, noted a county net position figure cited in the audit and said the county recorded a positive change in fund balances across funds. Council moved, seconded and unanimously approved acceptance.
A number of other items were introduced as first readings and will return for public hearing, including several dissolutions of special‑purpose tax districts and a separate rezoning (425 Cobb Road) set for future hearings.
