Commission to form EMS study committee and delays formal action for two months

Commissioner discussion emphasized the educational purpose of the committee rather than an immediate tax imposition.
A motion to table further action for two months, to provide time for stakeholder input and to accommodate an ongoing study in Tea, passed on roll call.
