Alicia Lindsey, chief administrative officer for the Shelby County Sheriff's Office, said the county needs the Millington site after vacating the youth justice education center and that the space will help the sheriff maintain separate housing and programming for adjudicated youth. Chief Jailer Jayla Kirkfields said the county expects to staff the Millington facility at about three staff per shift to supervise seven adjudicated youths who must be kept sight and sound separate from adults. The lease’s nominal first-year rent ($100) was offered by the city and then increases by 5% annually.
The committee also approved a no-cost memorandum of understanding with the city of Lakeland that allows the sheriff's office to use a worksite in Lakeland and provide SROs and supervisors there; the sheriff’s office estimated $65,000 for furniture and supplies, funded from its operating budget.
