Brown County commissioners approve concession contract, data-center ordinance and annexation petition; hold executive sessions

Brown County commissioners on Nov. 4 approved a series of motions covering concessions, zoning, a veterans resolution, an annexation petition and routine administrative items.
The commission accepted the single bid for operation of the Grandstand concession at the Brown County Fair from the Boys & Girls Club of the Aberdeen area. Rachel Kipley, fairgrounds parks manager, introduced the bid signed by Michael Herman, the club’s executive director; staff said the bid met the advertised minimums (keg minimum $85; bid $86; case minimum 20; bid 21; RTD minimum $40; bid $40.41). Commissioners praised the long partnership and approved the award by voice vote.
In other business, the commission adopted amended ordinance 303 to add definitions and zoning language for data centers (title and chapter changes read into the record). The motion to adopt ordinance 303 passed by voice vote.
Resolution 2025-55, designating Nov. 4–11, 2025 as Operation Greenlight for Veterans in Brown County and encouraging citizens to display green lights and to view the illuminated courthouse, was read and adopted by the commission.
The commission also approved Resolution 2025-56 to petition the City of Aberdeen for voluntary annexation of the Brown County Fairgrounds. The resolution notes the city’s ordinance amendments are scheduled to take effect Nov. 13, 2025; commissioners agreed to date the petition documents to match the city’s effective date and authorized the chair to submit the petition when Aberdeen’s amendments are effective.
A confidential contract with Bear Entertainment was presented, and a motion to approve the contract carried by voice vote. The commission moved into executive session twice during the meeting to discuss personnel, contracts and legal matters and returned to open session with no action reported as a result of the closed sessions.
The consent calendar — including approval of the Oct. 28 meeting minutes, claims/payroll, HR report and travel requests — passed by voice vote.
