Commissioners said the program mirrors an earlier joint county‑city pilot developed in a roundtable process and would offer steep short‑term property‑tax relief to new businesses. Under the terms described in the discussion, a qualifying project would receive 100% of county property‑tax abatement for the first five years, with the abatement prorated upward in years six through ten; school taxes and personal property taxes would not be abated, the commission said.
Commissioners recalled that they previously negotiated a similar package with the city that balanced incentives for development against county revenue protections. One commissioner said the county would typically reserve the school tax and personal property tax to protect local school funding and to avoid shifting those costs to other taxpayers.
