Key items the committee forwarded to the full commission included: a $2,625,300 appropriation to replace the roof at Heritage Middle School (Resolution 25 11 0 0 1); a $644,152 reappropriation of general county funds to support ongoing capital projects (Resolution 25 11 0 0 2); a $464,300 schools budget increase to cover mandated occupational and physical therapy services (Resolution 25 11 0 0 3); and a $336,976.78 appropriation of Tennessee State Special Education Grant funds for preschool students with disabilities (Resolution 25 11 0 0 4). The committee also forwarded a budget decrease of $836,565.87 tied to the Innovative School Model grant (Resolution 25 11 0 1 5).
Procurement and school staff described the roofing procurement as a competitive bid process with vendor qualification checks; staff said the winning bidder met specifications and carries a 30‑year, edge‑to‑edge warranty. On the schools' therapy funding, staff explained that federal funds had been expected but the operating expense will be paid out of fund 01/1941 this year.
The committee also forwarded multiple appointments (Veterans' Affairs reappointment of Commander Frank C. Kuzyowski Jr., BCSO disciplinary review board appointments including Lt. Sam Hall, Deputy Joey Mouse, Chris Cantrell, Capt. Chuck Garner, Investigator Ashley Wilson and Deputy Rayburn Angus, and Planning Commission appointment of Josh Sullins) and a resolution (25 11 0 1 7) supporting a commemorative designation of the Army National Guard Armory on U.S. 321 in Maryville as the William O. Gregory Armory.
A zoning public hearing was set to consider an amendment to §7.20.C of the zoning regulations governing open‑space requirements for cluster developments; that motion passed committee with 16 yes and 1 no. In every other item where the clerk announced a tally, the committee reported unanimous or broadly unanimous favorable recommendations (clerk announcements in the workshop ranged from 16 to 17 yes votes depending on the item). All read items were forwarded to the full commission for final votes at a future meeting.
