Mallory, speaking for the county's Sexual Assault Response Team, presented the team's annual report to the Commissioners Court on Dec. 9.
She said the multidisciplinary team — formed after a 2021 Texas legislative mandate and including representatives from law enforcement, victim-service organizations and county offices — completed a community needs assessment that drew close to 100 responses. Mallory reported the team logged 30 adult sexual-assault reports in 2024–2025 and emphasized that the crime is widely underreported, making the figure significant even if it appears numerically modest.
The team did not complete a mandated case review for the 2025 report-year because a review requires a case adjudicated through the end and the informed consent of the victim (the review involves medical SANE reports and other sensitive records). Mallory said the team has identified a case that will proceed to review, which will allow the SART to examine gaps and update practices.
Mallory thanked participating agencies by name, including the Chambers County Sheriff's Office, Mont Belvieu Police Department, Bay Area Turning Point, the Chambers County Attorney's Office and Bridgehaven, and said the team holds quarterly meetings and is planning collaborative community events to raise awareness.
The court moved, seconded and carried acceptance of the SART annual report.
