The court approved an amendment to the county's right‑of‑way services agreement with T. Nell & Perkins (TNP) to support Phase 2 of the Kilgore Drainage Detention Extension, which will extend drainage work up to Chambers Parkway.
Speaker 11 explained the update was driven by unforeseen appraisals and partial property acquisitions and described deliverables in the amendment, including negotiation and survey services. Staff said the county increased the drainage capacity compared with the original design to create larger detention basins upstream and that right‑of‑way acquisition will be expedited to keep the project on schedule. "We're gonna need this amendment done to continue the channel for the Kilgore Drainage Detention Extension up to Chambers Parkway for the second phase of the project," Speaker 11 said.
Commissioners discussed cost coverage and confirmed that available funds should be sufficient to cover the additional right‑of‑way work. The court approved the amendment by voice vote.
