Court approves security purchases, home-delivered meal contribution and sets Nov. 6 gun-range groundbreaking

Security committee items: Items 13, 14 and 15 were forwarded from the security committee. Item 13 authorized using $8,000 from the security fund for TVs/monitors; the court noted approximately $91,000 remained in the security fund. Motions for the security items were approved in sequence.
Home-delivered meals: The court unanimously passed its annual resolution supporting the home-delivered meal grant program for elderly residents and approved a $10,000 contribution to the city of Del Rio to support that program, to be paid from contingency funds.
Other approvals and actions: The court authorized Sheriff Joe Frank Martinez to sign an identified memorandum. The county also approved payment of outstanding rent/invoice items to the county surveyor (Adnan Martinez) covering multiple fiscal years (statutory custodial role for records), and approved an item to set aside funds for temporary workers failed for lack of a second. Several smaller appropriation motions (e.g., $10,000 for office furniture at the community center) failed for lack of second.
Gun-range groundbreaking: With state approvals and invoices in order, the court set the groundbreaking for the county gun range for Nov. 6 at 10 a.m. and agreed to invite the city, school officials, 4-H and the chamber.
Hotel rate policy: The court also adjusted travel/host-hotel policy to allow reimbursement up to the higher of a $200 flat limit or the conference host-hotel block rate.
Next steps: Departments were instructed to implement approved items and report back as appropriate; projects requiring further budgeting or design were left for later meetings.
