Commissioners rebudget SP22 funds amid state guidance limiting eligible uses

Newton County commissioners on Nov. 13 approved budget amendments to align SP22 funds — state allocations intended to help small rural counties — with new guidance that limits allowable uses primarily to personnel costs.
Speaker 3 explained the SP22 fund for the district attorney'9s office totaled $175,000 and for the sheriff about $350,000 in prior allocations. Recent guidance clarified that SP22 money can be used for salaries for prosecutors, investigators and jailers but restricts the use of funds for benefits and some other expenses. As a result, staff recommended rebudgeting roughly $5,742 to reconcile reporting differences and to move allowable dollars into salary lines so positions and pay are compliant with the state rules.
Speakers said some counties previously treated SP22 funds more flexibly, including equipment purchases; newer rules require separation of those expenditures for the sheriff and DA. The court approved the budget revisions as presented and discussed possible need to return interest or remit adjustments to the comptroller for prior-year reporting differences.
